Requests and referral to the arbitral tribunal
Article ( 9):
Arbitral student must a written request to the Secretary-General including the following:
A - name ,surname ,capacity, nationality and address.
B - Name desired arbitration against him, surname, capacity, nationality and address.
C - a statement of the dispute proceedings and evidence with determine requests.
H - The selected arbitrator name if applicable.
X - Copy of arbitration agreement and documents relating to the dispute.
Secretary-General ensures all necessary documents validity for the proceeding with arbitration. In case of non-completion of required documents concerned notified to complete documents .
Article (10) :
The Secretary-General after receiving the request for arbitration and payment fees shall notify the applicant's extradition to him and required notice of arbitration against him with a copy of it within seven days of receipt of the request by registered letter with acknowledgment of receipt .
Article (11):
Arbitration against must submit within twenty days from the date of notification request of a Reply include defenses and requests the interview , if available and the arbitrator name chosen together with its documentation , and Secretary-General shall give additional deadline period at request of not more than twenty days.
Article (12):
A - If the Authority formed of one arbitration the parties must agree on the assigned within the specified in period previous article, otherwise Secretary-General take his appointment within two weeks of the end of this period, selected from a list of arbitrators by the complex , and the Secretary-General shall notify all parties to this appointment.
B - If student does not appoint an arbitrator chosen by arbitration in request the Secretary- General shall appoint an arbitrator within two weeks from the date of the arrival of request.
C - If not appointed the required arbitration against the arbitrator chooses within the period stipulated in the previous article The Secretary-General appoints within two weeks.
H - Secretary-General invites FICA parties to choose a third arbitrator shall be the President of the committee , in the absence of their agreement within twenty days from the date of the invitation, the Secretary - General shall within two weeks take the appointment of third arbitrator.
Multi - parties
Article (13) :
A - If there are multiple parties , whether plaintiffs or defendants , and whether it should be referred to the problem of conflict of three arbitrators was a multi - plaintiffs to appoint an arbitrator , and the multi - defendants to appoint an arbitrator.
B - In case parties failed in the appointment of arbitrators, as previously noted , the Secretary - General shall appoint all arbitrators, including the authority head .
