Council is the educational authority for the AAS, the largest Arbitration society. Organized by the AAS Academic Section, (HACAT) is one of those responsible primarily for the accreditation teachers and administrators schools of the Middle East countries.

Council consists of 5 members and can co-opt up to ten further members, including two School Principal members of Council.

Additionally, (HACAT) issues teachers accreditation licenses & Membership, monitors, and inspects the Middle East countries many different teachers & administrators. (HACAT) has implemented its new teachers & administrators Model, a project to improve teaching standards in the school by increasing the quality of teaching, curriculum, and administration.

As part of the New School Model, ( HACAT) has recruited many of licensed teachers from native English speaking countries, such as the United States, United Kingdom, Canada, Australia, New Zealand, and South Africa.
